WHAT IS THIS VACUUM LINE

Problem - What does this do and mine did not have a hose on it.

Possibility 1 - You need to plug the open vacuum line. Someone has replaced the stock muffler (with the vacuum operated bypass valves) and they forgot to finish the job. The device in the center of the picture is the solenoid valve that controls the exhaust bypass valves. A vacuum line runs down the back of the car from that valve, and it connects to a "T", then splits right and left and runs to the bypass valves located near each of the exhaust tips. The solenoid valve is "normally open", so unplugging the electrical connection will still leave you with a leak. Take a small length of rubber hose, connect one end to the solenoid valve outlet and plug the other end with a small bolt (or something similar). 

​​Possibility 2 - It basically lets additional (unfiltered!) air into the intake plenum, as if the throttle was slightly more open, but without this air going through the air flow sensor in the fuel injection system. This will give you a slightly leaner mixture and probably was not noticeable except when idling.
